The Economist Confronted by Epochal Innovations: The Relationships between History

چکیده
Article originally appeared as " L'économiste face aux innovations qui font époque : Les relations entre histoire et théorie, " Revue économique 52, no. Abstract: Citizens and policy makers look to economists' expertise, particularly when paradoxical evolutions take place and the best-informed expectations turn out to be erroneous. The problem is that economic theory has prospered by adopting a methodological standpoint based on the assumption that economic regularities and mechanisms are static. This article deals with the search for relevant tools in order to analyze epochal economic problems. Could previous methods and concepts be retooled or should new ones be sought? How should we use the lessons of economic history? Three contemporary challenges are used in order to test the relevance of alternative strategies: the restructuring of Russia after 1990, the launching of the euro, and the " New Economy. " 2

Optimizing Epochal Evolutionary Search: Population-Size Independent Theory
Epochal dynamics, in which long periods of stasis in population fitness are punctuated by sudden innovations, is a common behavior in both natural and artificial evolutionary processes. We use a recent quantitative mathematical analysis of epochal evolution to estimate, as a function of population size and mutation rate, the average number of fitness function evaluations to reach the global opt...

We analyze the population dynamics of a broad class of tness functions that exhibit epochal evolution|a dynamical behavior, commonly observed in both natural and arti cial evolutionary processes, in which long periods of stasis in an evolving population are punctuated by sudden bursts of change. متن کاملHow to Facilitate Social Contagion?
Achieving the Millennium Development Goals has proven to be a real challenge. Providing evidence on cost-effective interventions did not prove to be sufficient to secure the trust of national authorities, health care providers and patients. Introducing change in a health system requires a good understanding of the relationships between the actors of the system. Social network analysis can provi...
متن کاملDecentralisation and Health Services Delivery in 4 Districts in Tanzania: How and Why Does the Use of Decision Space Vary Across Districts?
Background Decentralisation in the health sector has been promoted in low- and middle-income countries (LMICs) for many years. Inherently, decentralisation grants decision-making space to local level authorities over different functions such as: finance, human resources, service organization, and governance. However, there is paucity of studies which have assessed the actual use of decisi...
